Guilford College’s campus is private property. The College will assert this standing when it deems it necessary to protect the personal safety of all members of the College community and the security of the College’s property and facilities. Simultaneously, the College seeks to respond to the needs of the wider community and society by sharing its resources and facilities when appropriate and possible.
Purpose/Reason for Policy: This policy is intended to facilitate campus access for authorized individuals, to enhance the personal safety of all members of the Guilford College community, and to protect the personal property of the College and of individual community members.
Scope/Covered Persons: All members of the Guilford College Community
Definitions:
Guest: any individual, not a student, faculty, staff member or affiliate of Guilford College, who is hosted by a student, faculty member, or staff member or who attends a campus event that is open to the public.
Visitor: anyone who is not enrolled in classes, does not work for the College, is not the guest of a student or employee and who is not otherwise affiliated with the College in any way.
Affiliate: a non-employee, non-student member of the Guilford community that includes, but is not limited to: vendors, volunteers, retirees, and alumni.
The Policy:
Guilford College is a welcoming and inclusive community and has developed a campus access and security policy that balances ease of access with practical and common-sense procedures to help protect students, faculty, employees, and guests. While Guilford is a private institution and its grounds are designated primarily for members of the College community, consisting of students, alumni, faculty and staff, the College encourages the participation of the broader community in a range of campus activities.
The College reserves the right to determine who may enter its property, refuse entry to any individual, restrict the entry and presence of any individual or group on campus, and impose specific limitations or conditions related to the entry or presence of any individual or group on campus.
While on campus, any guest, visitor or affiliate is expected to adhere to all College rules of conduct, all rules and conditions set forth for that event, and state and federal law. Members of the public are not authorized to enter any building other than the building where the event is scheduled to occur. Members of the general public must not interfere with, accost or disrupt any member of the College community while on campus.
Residence halls are considered private property reserved for the exclusive use of residents, invited guests, and authorized College personnel. Only students with Quaker cards, people with student escorts and those specifically authorized by the College to enter are allowed entry to the residence halls.
In instances in which the College makes any of its facilities available for use by any external group or organization, the group or organization may impose additional limits and restrictions upon attendance at the events it sponsors. The College shall have no liability or responsibility to enforce these additional limits and restrictions.
Revocation of Building/Property Access Privileges
It is an unfortunate reality that, from time to time, the College may need to adjust its normal procedures in order to protect the College community and property. The following are representative (but not exhaustive) examples of when campus or building access privileges may be altered or revoked:
- An emergency requiring the evacuation or lockdown of one or more campus buildings.
- A legal process, such as a no-contact order issued by a court.
- The Chief Student Affairs Officer limits or revokes access privileges in connection with the student discipline process.
- The Guilford College Department of Public Safety exercises its authority to issue a No-Trespass Order.
- The Department of Public Safety, the Department of Human Resources, or Academic Affairs limits or revokes access privileges for a disciplined or terminated employee, contractor or vendor.
- A member of the public or the community has violated state or federal laws and/or College policy to such an extent that their presence on campus is determined to be detrimental to the educational enterprise or a threat to the safety of others.
- The Department of Public Safety or the College’s Emergency Management Team determines that it is in the College’s best interests to limit or revoke access privileges.
- Law enforcement officers, without judicial authority, will not be given access to the campus or to members of the campus community. All law enforcement who are on campus on official business should check in with Public Safety.
Individuals or groups who have been issued a No Trespass Order may request a reconsideration from Public Safety after the Order has been in place for 6 months, or in special circumstances.
Those who question a decision by Public Safety regarding access to the campus may contact the Chief of Staff if there is a perceived need for a review.
Roles and Responsibilities: The director of Public Safety is responsible for administering this policy.
Compliance:
The security of the College’s buildings is a shared responsibility of all Guilford community members. Therefore, disabling or propping open of secured doors, community members’ improper use of their Quaker Cards, allowing unauthorized persons into one of our buildings or the purposeful attempt to circumvent this policy are all acts in violation of this policy and will subject the violator to revocation of building access privileges. In addition, violations of this policy may be cause for corrective action in accordance with established procedures for staff and faculty.
