Sulon Bibb Stedman Professor of Economics Bob Williams presented his paper entitled “Lessons from the Black Second” at the Freedom and Justice Conference held in August at Spelman College in Atlanta, Ga.
The conference is sponsored by the National Economics Association, American Society of Hispanic Economists, and the Association for Economic Research of Indigenous Peoples.
The Black Second refers to North Carolina’s 2 nd Congressional district that was a Black-majority district during the last quarter of the 19 th century and elected more Black representatives than any other at that time.
